IG Kanja ordered to reinstate former CS Muturi's security detail

The High Court has directed the Inspector General of Police Douglas Kanja to immediately reinstate the  security detail assigned to former National Assembly Speaker and Attorney General, Hon. Justin Muturi, pending the determination of a suit challenging the withdrawal of his official protection.

Justice Chacha Mwita issued a conservatory order barring the National Police Service from withdrawing or interfering with Muturi’s security arrangements in any way until June 24, 2025.

“A conservatory order is hereby issued directing the Inspector General of Police to immediately reinstate and/or restore the security of Hon. Justin Muturi, the former Speaker of the National Assembly, and not to withdraw or interfere with it in any other manner until 24th June 2025,” ruled Justice Mwita.

The judge also ordered the Attorney General and the National Police Service Commission (NPSC) to file and serve their responses to both the application and the petition filed by Muturi within 14 days.

“The respondents ( the State Law Office and NPSC)shall thereafter have 14 days to file and serve written submissions on both the application and the petition, not exceeding 10 pages each. Highlighting of the submissions is scheduled for June 24, 2025,” Justice Mwita directed.

The court's orders came just hours after two armed police officers attached to former Public Service Cabinet Secretary Muturi were withdrawn under unclear circumstances.

Aggrieved by the withdrawal of his security detail, Muturi moved to court under a certificate of urgency, seeking an order compelling the Inspector General to reinstate his security officers.

According to Muturi, the officers were instructed not to report for duty on Tuesday, April 8, leaving him without armed security.

Muturi was dismissed as Cabinet Secretary for Public Service on March 26, following a reported fallout with President William Ruto. He claims no explanation has been provided for the withdrawal of his security.

“My security detail was withdrawn last night (Monday) at around 7:30 PM. Two police officers who were attached to me by virtue of my position as former Speaker of the National Assembly were told not to report on duty today. If this is another attempt to intimidate me, they have dialed yet another wrong number,” he said.

Muturi argues that under the Retirement Benefits Act, former Speakers are entitled to state security.
